Your DAC Report History—The Times, they have a’changed

I spent about 56 years in various positions with DAC/USIS (now HireRight) from 1984 till 2003. I was never in the accounting department. That said, I have been involved long enough to watch some changes over the years.

In the early days, the DAC employment history file was, in general, reviled by drivers. To review, the DAC employment history file allows DAC-member trucking company employers to store employment history information on drivers who have left their company. Prior to this, drivers went in to apply with a trucking company, listed all the employers for whom they worked and the trucking company called or wrote these past employers to obtain a reference.

On occasion, a driver would not list a past employer on the employment application because of fear that the employer would provide a bad reference. (It should be noted that FMCSA regulations require drivers to truthfully list past employers on the application, but nonetheless, some drivers would occasionally decide not list an employer if he felt they were punitive or, he had, say, knocked some fenders off other rigs in the yard in the first week of employment.)

With the advent of the DAC Employment History report, a motor carrier might see a past employer that was not listed on the employment application.  This was not popular with some of the drivers some of the time.  Don’t think these drivers kept their outrage a secret.

Over the past several years though, there has been a change. A driver will go to www.DOTJobHistory.com, get their MVR, PSP, Criminal Record scan and DAC Report and in reviewing their DAC Report, discover that one or more of their past employers is not shown. And more frequently the response to this fact is increasingly along the lines of “Now wait-just-a-minute here. I worked for “company XYZ” for a couple of years and that is not showing up on that stupid DAC Report. When I go to apply for a job, the potential employer may look at my DAC and not find that two years of experience which will hurt my pay. How can I make DAC put that employment history information on their report?”

Of course, the fact that an employer is not on your DAC Report does not mean you will not get credit for that employment. You list the missing employer on your employment application and the potential employer will just verify your employment the old-fashioned way or other new means.

The cause of an employment history from a company not showing on your DAC Report is usually for a simple reason: the past employer is not a member of DAC/HireRight and therefore is unable to store your employment history with DAC/HireRight.  DAC/HireRight has a lot of trucking company clients, but is a company, not a governmental agency and they don’t have them all.

One more reason DAC will not have your employment history stored is if you are still currently employed with the company. If you are currently working for “company ABC,” but are looking for a new job, if a potential employer orders your DAC Report, that employment will not be on your DAC employment history.

NTSB Report Underscores Need for Electronic Logging Devices, CSA Reform

This month, American Trucking Associations said the safety recommendations by the National Transportation Safety Board emphasize the need for the Obama Administration to accelerate efforts to mandate electronic logging devices in commercial trucks and to improve its Compliance, Safety, Accountability fleet safety monitoring and measurement system.

“ATA is a strong believer that electronic logging would go a long way toward improving hours of service compliance,” ATA President and CEO Bill Graves said. “NTSB’s finding that a truck driver in a fatal crash, and many of his co-workers, routinely carried two log books is unacceptable and would have been prevented by the use of a mandatory electronic logging device. This individual chose to violate the rules, irrespective of what they were, and was able to do so by falsifying his logs. An electronic logging device will prevent drivers from disguising such violations in the future.”

ATA also highlighted NTSB’s recommendations regarding how the Federal Motor Carrier Safety Administration identifies and investigates potential problem carriers.

“At issue here is how FMCSA uses its limited resources to focus on problem carriers. FMCSA must improve its CSA program to better identify carriers more likely to be involved in future crashes. We look forward to the forthcoming Government Accountability Office and DOT Inspector General CSA audit reports and hope they emphasize the need to ensure that the program accurately measures crash risk and focuses on unsafe fleets,” said ATA Chairman Phil Byrd, president of Bulldog Hiway Express, Charleston, S.C.
